I'm pretty sure you apply to the US university as a transfer student.

Many students transfer from one school to another. Go to see the admissions department at a state school near you. They will need your transcript, and probably an evaluation of it by a recognized organization (that helps when the grading systems are different- the organization can tell the U.S. equivalent for the score you got). An admissions person will determine how many transfer credits they can give you. You may not get credit for all the courses you too, and you may have to pick up some of the courses that freshman and sophomores take. U.S. schools usually have "general education" requirements in English, math, social sciences, and sciences that universities in other countries don't require. But you still should be able to complete your degree.

Unfortunately, there is no memorandum of understanding between the Philippines' Engineering Accreditors and CAC/ABET in the USA, so you're unlikely to get advanced credit for entry into a CAC/ABET-accredited USA Computer Science degree program. However, there are many schools in the USA that are not CAC/ABET-accredited, so they may evaluate you transcript favorably.
