do you think the american education is fair to foreign students from the philippines?
The American education is unfair to international students because of the variable of the education system, international students, particularly Filipino high school students need to go back two years of grades. For instance, a senior will be admitted as a sophomore student instead of retaining his/her school level. They are insulting foreign students by not giving them the chance to prove their intellect, or take a placement test. They mostly base it by age and by “experience”

I thought, nowadays, Filipino students have surpassed Americans.

International students usually have the chance to take placement tests. Most times people need to talk to someone at the city's school headquarters to find out more about it. The particular school doesn't always have immediate information to give so sometimes they have to do some research on their own to find out what they need to do.

This varies from state to state, and even district to district. This is especially true for exchange students. For example, some districts enroll ALL foreign exchange students as juniors, no matter what their background. Some enroll them as "social seniors" with no graduation. Others will actually work with them to graduate. In some cases, it's a matter of language ability. Yes, a foreign student may have the background in a particular topic to be in a senior class ... but it does them little good if they cannot understand the English! Foreign exchange students suffer the same upon return to their countries -- for most, their year in the US does not count ... they must repeat it. So, bottom line. Live with it. If you want to go to school here, follow the rules established by that district.
