Visit http://educationusa.state.gov/ and try to find programs for students from the Philippines. I am from El Salvador, and I am in the UGRAD program. But as for the Philippines, I don't really know, but you should take a glance at the website that I am just sending you, and hopefully they have good programs for people from your country. Another thing that you could do is trying to find information at the American Embassy of the United States in the Philippines.
